Unknown Intention behind combined gradation lists

Now a days our VHSE department is famous for many combined gradation lists. Does any one have any idea for what purpose these combined gradation lists are being published ?. First the combined gradation lists of LTAs came out. Recently they have published the combined gradation list of VIs. If such situation continues, soon the combined gradation list of VTs will come out.
After publishing all these combined gradation lists, some one from the department may come up with an idea, "COMBINED GRADATION LIST OF WHOLE EMPLOYEES OF VHSE DEPARTMENT" That will be the end of VHSE department
